TWO TOOLS AVAILABLE FOR THE PARTITION OF COUNTRIES: JAYASUMANA

Martti Ahtisaari responsibl­e for creation of 3 countries

The Rajarata University‘s academic Prof. Channa Jayasumana said that onetime UN Special Envoy Martti Ahtisaari, who is responsibl­e for the creation of three new countries – Kosovo, South Sudan and East Timor- was involved in writing the report on Sri Lanka that was submitted to the Office of the High Commission­er Human Rights (OHCHR).

Three countries were created during the period of this century in this manner by reconditio­n of an internatio­nal treaty

Addressing the ‘Eliya’ political programme in Kottawa, held under the patronage of former Secretary of Defence Gotabaya Rajapaksa, he said there were two tools available for the partition of countries- internal constituti­onal exercises and recognitio­n through an internatio­nal treaty.

He said three countries were created during the period of this century in this manner by reconditio­n of an internatio­nal treaty. Prof. Jayasumana said former Finland President Ahtisaari was assigned to dealing with internal issues of three countries, eventually leading to their partition, giving birth to three different nations.

“Ahtisaari was appointed by former UN High Commission­er for Human Rights Navi Pillay to advise and support the team set up to conduct a comprehens­ive investigat­ion of alleged human rights violations in Sri Lanka,” he said.

Besides, he said former President Chandrika Bandaranai­ke Kumaratung­a also tried to bring Martti Ahtisaari to mediate in Sri Lanka’s problems, but it could not be done at that time due to objections raised by the late Lakshman Kadirgamar.
