Prez can dissolve Parliament
Udaya Gammanpila said yesterday President Maithripala Sirisena had the constitutional powers to dissolve Parliament and urged him to do so under article 33(2) C of the Constitution.
On an earlier occasion, former chief justice Sarath N. silva had also said the President could do so under this provision.
Mr. Gammanpila told a news conference that a court ruling given by a seven-bench panel of judges in 2002 made it unable to transfer the powers of the President without a referendum. He said the current political crisis had been created by the Speaker, and dissolution of Parliament would be the best solution to resolve the current crisis.
