Men from good homes will not steal our money

In a full-page ad­ver­tise­ment in­serted by the Min­istry of Hous­ing, Con­struc­tion and Cul­tural Af­fairs, states among other things that it in­tended to con­fer home own­er­ship to cer­tain se­lected fam­i­lies in a model vil­lage.

I am at a loss to un­der­stand how the Min­istry is go­ing to con­fer own­er­ship of a home.

Ac­cord­ing to the Ox­ford Dic­tionary of English, home is de­scribed as a place where one lives as a mem­ber of a family.

Per­haps, the Min­istry would have in­tended con­fer­ring the own­er­ship of a house, as a house is a build­ing used for hu­man habi­ta­tion. I might also add that a per­son who comes from a good home would not mis­use pub­lic funds for self-gain.
