Men from good homes will not steal our money

In a full-page advertisement inserted by the Ministry of Housing, Construction and Cultural Affairs, states among other things that it intended to confer home ownership to certain selected families in a model village.

I am at a loss to understand how the Ministry is going to confer ownership of a home.

According to the Oxford Dictionary of English, home is described as a place where one lives as a member of a family.

Perhaps, the Ministry would have intended conferring the ownership of a house, as a house is a building used for human habitation. I might also add that a person who comes from a good home would not misuse public funds for self-gain.
