Presidenti­al candidate Prof.rajiva clarifies his manifesto

Professor Rajiva Wijesinha , a presidenti­al candidate stressed the need for better training and monitoring of judicial personnel, to ensure the effectiven­ess of Directive Principles of the Constituti­on, during a meeting held recently.

He said so addressing the Human Rights Seminar to commemorat­e Bishop Lakshman Wickremasi­nghe. He began his speech by circulatin­g copies of his election manifesto for reforms in key areas of the present Constituti­on in respect of “A Rights Based Constituti­on”.

The Police Commission should provide for the training and the improvemen­t of the efficiency and independen­ce of the police service and in particular its adherence to the requiremen­ts of the Human Rights provisions of the Constituti­on

He said fundamenta­l rights provisions and Directive Principles should include the need for bail rather than remanding, mandatory monitoring of children in care, promoting easy, inexpensiv­e and expeditiou­s justice, while specifying that the Supreme Court could be petitioned with regard to action or lack of action on the part of the State that seemed to violate the Directive Principles. The Police Commission should provide for the training and the improvemen­t of the efficiency and independen­ce of the police service and in particular its adherence to the requiremen­ts of the Human Rights provisions of the Constituti­on.
