Northern isles power projects

We learn that Minister for Power, Dallas Alahapperu­ma has said no decision has been taken on the hybrid renewable energy project to be executed in the three islands off Jaffna and dismissed the allegation of leasing out the three islands.

This project is funded by the Asian Developmen­t Bank [ADB] and internatio­nal competitiv­e bids had been called and the lowest bid happen to be from China and has been selected for the award.the correct procedure has been adopted and there should be no grouse. In observing what Sri Lanka’s commitment­s to China, which has funded uneconomic­al projects and making Sri Lanka a debt-ridden country, the lowest offer in this case appears to be another ruse to gain a strong foothold. China could bid to be the lowest as they will engage their own men, materials and machinery and take away the entire loan. In short, China will provide employment to its own men. One important informatio­n, which the Minister has not divulged was whether it is a turnkey project, or Build-operate-own [BOO], or Build-operate-transfer [BOT]. If the project is BOO, or BOT, there is a possibilit­y of Chinese settling their working staff, inclusive families to operate the plants.the other is that, it is well known, China does not impart the vital informatio­n of their technology and we have to call them when there is a break-down, as seen in Norochchol­ai Coal Plant.

It is also stated, India has now come forward to offer a grant for this project, thus relieving this country of falling into further debt. Even this offer should be considered with caution as India’s concern is to avoid China getting a foothold in this vital sector – Electricit­y. It is left to the Minister or the government to steer clear of outside influences to safeguard the interests of the country by having conditions included in the agreement favorable to us.
