-

‘ The Principles of Administrative Law in Sri Lanka’ 3rd edition by Dr. Sunil F. A. Coorey, Attorney- at-law was launched at the Hotel Ramada on July 20. The launch was attended by Justice Saleem Marsoof, Judge of the Supreme Court and several Judges of the Court of Appeal and of the High Court, President’s Counsel and a representative gathering of lawyers.

Justice Saleem Marsoof delivering the keynote address congratulated Dr. Coorey on his book. Describing the book’s contents, he said that it would be of immense use to judges, administrators, legal professionals, law students and the public. The book should be made available in Sinhala and in Tamil as well, he added.

Dr.Shivaji Felix, Attorney-at-law, referred to several international jurists and new concepts developed by them. Referring to Isaiah Berlin’s concepts of positive and negative liberty, Dr. Felix said that Dr. Sunil Coorey’s work implicitly seeks to analyse administra- tive law jurisprudence of our country in a historical setting by having recourse to these two visions of liberty. Dr.Felix also said that the two volume of the 3rd edition encompass 25 chapters ranging from nullity to alternative remedies provided by law. There is a dearth of public law scholarship in our country and Dr. Coorey’s work assumes pivotal importance as an authoritative statement of administrative law as it prevails in our country.

Former Supreme Court Judge, Justice Sureshchandra also addressed the gathering. A. Gnanadasan PC, Additional Solicitor General, Dr. Jayatissa de Costa PC, Dr. Jayantha de Almeida Gunaratne PC, and J. C. Weliamuna, Attorney-at-law, also spoke.
