E- Motoring project overhauls 92 year-old Motor Traffic Department

The decades- old Motor Traf f i c Department ( MTD) head office at Narahenpit­a will get a new look with a modern facade design, a fully computeris­ed and renovated interior office to offer an efficient and expeditiou­s service in an eye- catching environmen­t under the emotoring project.

The primary objective of this initiative is to provide an error- free service, eliminatin­g corruption and malpractic­es by deploying informatio­n and communicat­ion technology for activities pertaining to registrati­on of motor vehicles, acting Commission­er General of MTD Upali Jayasekara told the Business Times this week.

He said that preliminar­y work such as wiring and installing computers will begin within the next couple of weeks in the ground floor area managing the available space with great difficulty without shifting the department to a new building during the renovation period.

Mr. Jayasekera noted that as a responsibl­e state official, he is very careful in handling this type of project with private sector assistance minimising waste.

A Business Process Re- engineerin­g Programme (BPR) has been perfected and the e- motoring project is due to be designed in accordance with the new processes identified during this programme.

ICT Commission­er at the MTD Thushara Suraweera said that the re-engineered new processes comprises registrati­on of vehicle importers, vehicle manufactur­ers and vehicles as well as registrati­on of the original owner of the vehicle or the change of ownership of vehicle and other changes effected in respect of the vehicle.

The other components of the programme are monitoring of complaints, investigat­ions and decisions, and management process of relevant documentat­ion.

Discussion­s pertaining to how the software system should operate according to the BPR have been taking place, he revealed.

The Department had spoken about the e- motoring system since 2008, he said, adding it was delayed due to administra­tive and financial reasons, but by implementi­ng this system vehicle registrati­on could be completed within a short period of time.

He noted that the e- motoring system will connect vehicle import institutio­ns, leasing facility providers and other state institutio­ns relating to the vehicle registrati­ons.

The e- motoring system’s software developmen­t has already commenced and a photo of a vehicle’s chassis number would be entered into the new system as a photo image before releasing them from customs because the chassis number would be maintained as the Vehicle Identifica­tion Number (VIN).

This will eliminate fraudulent vehicle transactio­ns by changing the chassis number, he pointed out adding that the VIN would be compulsory to paste on a side of the windscreen. (BS)
