Sleep on it

Has anyone who has taken the (very slow ) train ride from Pattaya to Bangkok noticed the many hundreds of thousands of spare sleepers stacked alongside the track?

Are they going to build another 10 train lines or did someone slip up when they over ordered way too many sleepers?
