A new era with Cem Mansur at Cemal Reşit Rey Concert Hall İstanbul Büyükşehir Belediyesi Kültür Daire Başkanlığı’na bağlı Kültür A.Ş. tarafından işletilen Cemal Reşit Rey Konser Salonu, Mart 1989’da hizmete açılır. Çağdaş Türk müziğinin öncü bestecilerinden Cemal Reşit Rey’in adını taşıyan salonun Genel Sanat Yönetmenliği görevini sırasıyla Filiz Ali, Aydın Gün, Arda Aydoğan, Yalçın Çetinkaya, Kemal Karaöz, Ozan Binici ve Sara Dildar yapar.
Cemal Reşit Rey Konser Salonunun çiçeği burnunda Genel Sanat Yönetmeni Cem Mansur ile müzik eğitimi, orkestra şefliği ve CRR Konser Salonunun önümüzdeki dönem projeleri hakkında konuştuk.
Funded and operated by the Department of Culture of the Istanbul Metropolitan Municipality, the Cemal Reşit Rey Concert Hall opened in March 1989. It is named after Cemal Reşit Rey who was one of the pioneers of modern Turkish music.
The artistic directors of the concert hall in chronological order were: Filiz Ali, AydınGün, Arda Aydoğan, Yalçın Çetinkaya, Kemal Karaöz, Ozan Binici and Sara Dildar.
The current artistic director of the Cemal Reşit Rey Concert Hall, Cem Mansur answered our questions about his musical education, conducting and the next projects of the CRR Concert Hall.

This is the best platform in Turkey to be able to achieve everything I believe, that I have not done yet and I want to do in the future.
İngiltere'ye mühendislik okumak için gittiniz. Ne oldu da fikrinizi değiştirip müzik eğitimi almaya karar verdiniz?
Aslında mühendislik eğitimi almak istemedim. Açıkçası o yıllarda ne yapmak istediğimi de bilmiyordum. Ağabeyim İngiltere’ye mühendislik okumak için gitmişti, beni de onun arkasından gönderdiler. Mühendislik eğitimimin altıncı ayında çok mutsuz bir mühendis olacağımı anlamıştım.
Aynı dönemde üniversitenin spor salonunda hafta sonları klasik müzik konserleri düzenleniyordu ve benim müzik eğitimine yönelmemde bu konserlerin etkisi oldu. İlk defa bu konserler sayesinde sahnede şarkı söyledim. Yaşım on dokuz olmuştu, nota bilmiyordum, orkestra şefliği hakkında fikrim bile yoktu. Yaşım yüzünden birçok ülkede konservatuvarların kapısından bile giremezdim ama İngiltere’deki eğitim sisteminin esnekliği bana çok yardımcı oldu. İngiliz sistemi “bir şeyi çok istersen ve iyi hocalarla çok çalışırsan” sana fırsat tanıyan bir sistemdir.
Müzik eğitiminde “yetenek ve çalışma” kavramlarına nasıl bakıyorsunuz?
Yetenek olmadan hiçbir şey olmaz ama yetenek de tek başına hiçbir şeydir. Başarı için; yüzde 10 yetenek, yüzde 90 çalışmak gerekir diyebilirim.
En az bir mühendis veya doktor kadar eğitim alan konservatuvar mezunu genç müzisyenlerin mevsimlik işçi gibi çalıştırıldığını söylüyorsunuz. Acı bir tespit. Bu konuda yapıcı önerileriniz var mı?
Konservatuvarı bitirdin, bir sınav geçtin ve devlet orkestrasına kapağı attın; artık hayat boyu çalışan ile çalışmayan aynı maaşı alıyor. Rekabet ve liyakat sistemini kurmak lazım. Klasik müzik kurumlarının toplum içerisinde bir işe yaradığı algısı olmadığı için maalesef devlet de ciddiye almıyor bu sistemi. Devletin son yıllarda kültürü de bir çatışma alanına çevirmesi yüzünden bu sistemi bile arar olduk .
Türkiye Gençlik Filarmoni Orkestrası ile yurt dışında düzenlediğimiz konserlerde bize hep “Ne güzel, Türkiye’yi temsil ediyorsunuz” diyorlar. Aslında biz Türkiye’yi temsil etmiyoruz, biz Türkiye’nin ne olabileceğini temsil ediyoruz. Ülkenin farklı yerlerinden gelen seslerin ahenk içerisinde bir arada olabileceğini ortaya koyuyoruz.
Uygarlık dediğimiz şey bir pakettir. Herkesin ücretsiz olarak ulaşabileceği iyi bir eğitim ve sağlık sistemi olsun, altyapı sistemleri kusursuz olsun, adalet sistemi mükemmel olsun dediğiniz zaman, işte bu saydığımız şeylerin olduğu ülkelerde filarmoni orkestraları, opera ve tiyatroları var.
The reason you went to England was to study engineering. What happened to make you decide to choose to study music instead?
I did not want to study engineering. Actually I did not know what to do during these years. My older brother went to England to study engineering. I was sent after him. Only 6 months had passed when I understood that I was going to be an unhappy engineer. There were classical music concerts at the university’s sports hall during weekends where I first found myself on stage as part of the chorus in an opera. These concerts encouraged me towards a musical education. I was 19 years-old but I was unfamiliar to musical notation. I did not have the slightest idea about being a conductor. No one would let me cross the doorstep of a conservatory. However, the flexibility of the English education system helped me. This system gives you a chance if you persevere something and work hard with right teachers.
What is your attitude about the balance between talent and working hard in musical education?
Although nothing can be done without talent, it doesn’t mean anything by itself. My formula for success is ten percent talent and ninety percent hard work.
Our young generation of musicians do not get less of an education than an engineer or a doctor. Nonetheless, you said that they were treated as if they were seasonal workers. Do you have any creative suggestions to resolve this issue?
The system is problematic. Graduate from the conservatoire, get a foot in the door of the state orchestra – it is a job for life! Working hard or sitting on the sidelines, you get the same wage. A system which is based on the values of competition and merit must be built. The delusion of our society is that any institution related to classical music is useless. This delusion gives countenance to the state and makes it more indifferent. In the recent years the state has turned into using culture as another area for conflict. This situation makes people reach a point where we miss even the previous indifferent position of the state!
When we go abroad for concerts with the Turkish Youth Philharmonic Orchestra, we are told that we represent Turkey. It is wrong. Actually we represent what Turkey could be. We reveal that various voices coming from every part of Turkey can achieve in complete harmony.
Civilisation is something holistic. A fully functional and free health and education system for all with excellent infrastructure and a flawless judicial system are the constituents of civilisation. If a country owns these characteristics, opera and theatres are included in this package too.

The Turkish Classical music in Turkey ended up belonging to an extremely small minority and turned into an elite club which preponderantly looked down on ordinary people from whom they were earning their wages. İlk defa sizden duyduğumuz bir ifade var; “Müzik Faşizmi …” Nedir müzik faşizmi?
Kendi seçimlerini benimsemeyen insanları küçümseyenler için kullandım bu tabiri. Ben “Herkes klasik müzik eğitimi alsın bu çok faydalıdır” derken “Herkes klasik müzikle uğraşmak zorundadır” demiyorum. Müzik eğitimi almak uygar vatandaş olarak işe yarar bir toplumun üyesi olma noktasında bireye katkı sağlar.
You used a pioneer expression: Music fascism. What is music fascism?
I used this expression for those who deliberately look down on others with different choices. When I say that everyone should get a classical musical education, I do not mean that every individual must work in classical music. Having a musical education is a useful tool for being a civilised citizen in society.
Klasik müziğin ülkemizdeki görünümü nasıl?
2007’de Gençlik Orkestrası’na ilk başladığım zamanlar, müziğin sosyal gücü üzerine çok düşündüğüm ve çalıştığım bir dönemdi. Aynı dönemde Güney Afrika’da ırklar arası gençlik müzik kampını yönetiyordum. Venezüella’daki müthiş sistem ile ilgili duyduklarımın, okuduklarımın etkisindeydim. Türkiye’de müziğin ve çok sesli müzik eğitiminin Cumhuriyet tarihi boyunca ne işe yarayabileceği ve neden yeterince işe yaramadığı üzerine çok düşünüyordum.
Cumhuriyet döneminde müthiş bir vizyon ile orkestralar kurulmuş ama sonrasında biz ne yapmışız? Küçük bir zümreye ait, ayrıcalıklı, maaşımızı ödeyen halkı küçümseyen, insanlara yukardan bakan, iyi çalsak da çalmasak da devletin bakmak zorunda olduğu bir klasik müzik camiası oluştu ve bu durum beni çok rahatsız ediyordu ve hala çok rahatsız ediyor.
What is the outlook of classical music in our country?
I started the Youth Philharmonic Orchestra, at a period I had been thinking and working about the social power of music. Around the same time, I had conducted the Youth Music Camp involving different races in South Africa. I was impressed about the awesome system of Venezuela and racking my brains for the reasons of the ineffectiveness of polyphonic music education in Turkey since the since the founding of the Turkish Republic).
During the early years of the republic, (from 1923 to
1938), various orchestras with an impressive vision were established. The question is what we did next... The Turkish Classical music in Turkey ended up belonging to an extremely small minority and turned into an elite club which preponderantly looked down on ordinary people from whom they were earning their wages. Standards were irrelevant in the system of renumeration. This situation has always been annoying me and still annoys me.
İstanbul'da doğan Cem Mansur müzik eğitimini Londra'da City University, Ricordi Şeflik Ödülünü aldığı Guildhall School of Music and Drama ve daha sonra Leonard Bernstein'ın öğrencisi olduğu Los Angeles Filarmoni Enstitüsü'nde aldı.
1981-89 arası İstanbul Devlet Operası şefliğini yapan Mansur, Londra'da English Chamber Orchestra'yla başarılı bir çıkış yaptığı 1985 yılından sonra çalışmalarını yurtdışında yoğunlaştırdı. Hollanda,
Fransa, İtalya, Çek Cumhuriyeti, Romanya, Macaristan, Arnavutluk, Almanya, İsveç, İspanya, Meksika, İsrail, Finlandiya, Hırvatistan, Güney Afrika ve Rusya'da orkestra ve opera kuruluşlarıyla konuk şef olarak çalışmalarını sürdüren sanatçı, 1989-97 arasında Oxford Şehir Orkestrası Birinci Şefliği'ni yaptı. 1998’den 2011 yılında kapanışına kadar Akbank Oda Orkestrası şefliğini yaptı. Burada tasarladığı ilginç programların yanısıra "Bach, Caz ve Lale Devri", "Alla Turca", "1789/Akl-ı Selim'in Müziği”, “At-Nağmeler” ve “İstanbul’da Erguvan Zamanı” gibi etkinliklerle dikkat çekti.
Born in Istanbul, Cem Mansur studied music in London, at the City University and the Guildhall School of music and Drama where he was awarded the Ricordi Conducting Prize. He later studied at the Los Angeles Philharmonic Institute with Leonard Bernstein.
Mansur was conductor of the Istanbul State Opera between 1981 and 1989. Following a highly successful London debut with the English Chamber Orchestra in 1985, he conducted various orchestras and opera companies in Holland, France, Italy, The Czech Republic, Romania, Hungary, Germany, Sweden, Spain, Mexico, Israel, Croatia, Poland, South Africa, Albania, Finland and Russia, where he has been a frequent guest of the Mariinsky Theater at the invitation of Valery Gergiev. Between 1989 and 1996 Cem Mansur was Principal Conductor of the City of Oxford Orchestra and became Artistic Director of the Akbank Chamber Orchestra in
1998, winning special recognition for his creative programming until the orchestra’s disbandenment in 2011.
Orkestranın enstrüman çalmayan tek üyesi olarak enstrüman çalan müzisyenlerle nasıl bir bağ kuruyorsunuz?
Bu sorunun cevabı her orkestra şefine göre değişir. Herkesin kendini bir ifade tarzı ve müzikalitesi var. İnsan, zihninde canlandırdığı ideal sesi orkestra ile canlandırmayı hedefler. Son elli yılda hatta son yirmi yılda şeflik çok değişti. Daha şeffaf bir sistem var artık. Eskiden olduğu gibi şefler her şeyi belirleme arayışında değiller. Ben her konuda talimat vermek yerine orkestra üyelerinin isteyerek bütüne katkı vermelerini istiyorum. Orkestra şefi olarak bizim hazırlığımız tamamen zihinsel. Tecrübe çok önemli ve bu da orkestranın önünde sık sık hata yaparak ulaşılan bir seviye. Ben önemli hatalar yaparak mesleği öğrendim.
Konserlerinizde icra ettiğiniz müziğin “hayat hikayesini” dinleyiciye neden anlatıyorsunuz?
Hayat hikayesinden çok o eserlerin nasıl bir dünyadan çıktığını anlatmaya çalışıyorum. 1780’lerin Viyana’sı ile bugün aramızdaki tek ortak şey Mozart’ın müziği. Bu eserlerin taşıdığı değişmeyen uygarlık değerleri var, insan olmanın ne demek olduğunu ifade eden...
Eskiden olduğu gibi şefler her şeyi belirleme arayışında değiller. Ben her konuda talimat vermek yerine orkestra üyelerinin isteyerek bütüne katkı vermelerini istiyorum.
As the only member of orchestra who does not play an instrument, how is your bond with other musicians?
This question would be answered differently by every conductor. Everyone has a different way of expression and musicality. During the last 50, especially the last 20 years I would say, conducting has changed radically. The system has become a lot more transparent. Conductors do not desire to determine every single detail now. Instead of giving instructions for every single detail, I prefer to make orchestra members contribute willingly to the whole. A conductor’s preparation is totally cognitive. Experience is crucial and only after making mistakes in front of your orchestra can you reach to a certain level. Personally speaking, I learnt this profession by making mistakes.
Why do you tell your listeners about the story of the music that you perform in your concerts?
Apart from its story, I try to explain that specific world from which an artwork emerged. Mozart’s music is the only common element between today’s world and of 1780’s Vienna. These works convey unchanging values for civilisation which verbalise what being human means.

CRR’nin “Genel Sanat Yönetmeni” olma teklifi size nasıl iletildi? Teklifi değerlendirirken neler düşündünüz? Bu görevin sizin için anlamı nedir?
Ben CRR’de çok konser yönettim, müzik ile ilgili inandığım birçok şeyi bu salonda deneyimleme şansım oldu. Gece gündüz dert ettiğim “genç müzisyenlerin istihdamı” konusunu İstanbul Büyükşehir Belediyesi yetkilileri, ile görüşüyordum, onlara; “Kültür Bakanlığı’nın tavrı bu, bitiyor bu iş, hadi elinizi taşın altına koyun” dedim. Bu görüşmeleri yaparken de aklımda bu görev yoktu. Bir gün beni aradılar ve CRR Genel Sanat Yönetmenliği görevini teklif ettiler.
Bana bu görevi teklif edenler benim konuştuklarımın değerini ne kadar iyi anlamışlar ki bu görevi ben bile düşünmezken benim yapabileceğimi anlamışlar. Sonra düşündüm, “tabi ben bu işi yaparım.” dedim. Türkiye’de henüz yapamadığım, inandığım ve yapmak istediğim şeyleri yapabileceğim en iyi platform burası. Bu yüzden benim için çok anlamlı bir görev ve ben bu görevde fark yaratabileceğimi düşünüyorum. İstanbul’un on ilçesinde Beethoven’in önemini anlatmak İngiltere Kraliyet Filarmonisi ile birkaç konser daha vermekten daha önemli benim için.
Türkiye'de müziğin canlı dinlenilme alışkanlığını nasıl değerlendiriyorsunuz?
Müzik dinlemenin ne olduğunu unuttuğumuz bir çağda yaşıyoruz. Biz neden buradayız, Belediye neden bu kadar kaynak ayırıyor bu kuruma. Bu salonda öyle konserler düzenleniyor ki maliyetini sadece bilet satışından karşılamaya kalksak her bileti 1500 - 2000 liradan satmamız gerekir. Niye “kamu” bunu yapar? Çünkü önemli olduğu için, paylaşılan şey uygarlık olduğu ve herkesin uygarlığa ulaşma hakkı olduğu için.
How did you receive the offer for being the artistic director of CRR? What did you think when evaluating this offer? What is the meaning of this job to you?
I conducted many concerts in CRR in the past. Here I had the chance to experience a variety of things about music that I believe in. I was debating with the authorities from Istanbul Metropolitan Municipality about the big problem of the employment of younger musicians. I told them that the importance was to change the attitude of the Ministry of Culture. They should take responsibility for that. While I was negotiating about this, I was called and offered for the artistic directorship.
Those who offered me this position had completely understood the importance of my words. When I was offered to take the lead in CRR,
I was taken aback because I was pursuing an agenda for the younger musicians having a better future. Impressing the authorities was something I was not after. Then I thought and said to myself that can do this job. This is the best platform in Turkey to be able to achieve everything I believe, that I have not done yet and I want to do in the future. Hence it is a truly significant duty for me and I believe that I am capable of making a difference. Explaining the importance of Beethoven at several districts of Istanbul is more important to me than conducting more concerts for example with The Royal Philharmonic Orchestra in London.
What would you say about the tradition of listening to live music in Turkey?
We live in an age in which we have forgotten what listening to live music was. Why are we here? Why does the municipality allocate all thes resources to us? In some concerts we produce at CRR, there are some occasions that in order to pay for the cost we should sell every single ticket for 2000 Turkish liras! The public sector assists us because it is important. Because we share civilisation and everyone has the right to access to civilisation.

Türkiye'deki konser salonlarının amaca uygunluğu açısından altyapılarını yeterli görüyor musunuz? CRR'nin altyapısı hakkında ne düşünüyorsunuz?
Amaca uygunluk çok büyük bir problem Türkiye’de. Amaca uygun bir senfonik salon İzmir’de Adnan Saygun Kültür Merkezinde ve “orkestra olmayan” başka birkaç ilde var. CRR, klasik müzik konser salonu olmak amacıyla yapılmış bir salon. Eskiden sahnede akustik bir kabuk vardı ama onu söküp atmışlar. Şimdiki sistem teknik olarak daha ileri ve çok ciddi bir maliyeti var. Keşke kabuk sökülmeden salondaki halıları kaldırıp ahşap döşedikten sonra yeniden değerlendirilseydi ve kabuğun kaldırılıp kaldırılmayacağına öyle karar verilseydi.
Tasavvuf’tan Klasik Müziğe her türden müziğe CRR’nin kapılarının açık olduğunu söylüyorsunuz. CRR’ye gelen dinleyicinin de “en iyi müziği dinleyeceğini bilerek geleceğini” özellikle vurguluyorsunuz. En iyi müzikleri seçerken göz önünde bulundurduğunuz kriterler neler?
Klasik müzik alanında en iyinin ne olduğunu biliyorum. Diğer alanlarda da iyi bilenlere danışıyorum. Her müzik kendi kulvarında ve kendi değerleri içerinde çok kıymetli, bu yüzden müzik türlerinin birbirleri ile iç içe sokulmalarını pek tasvip etmiyorum.
Do you believe that the substructure level of Turkish concert halls in terms of expediency is adequate?
What is your opinion about the infrastructure of CRR?
Expediency is a big issue in Turkey. Expedient symphonic halls are in Izmir Adnan Saygun Cultural Centre and in some other cities where they don’t have an s orchestra. CRR was built as a hall for classical music concerts. In the past there was an acoustic shell on the stage but it was removed... The present system is technically better but expensive. It would be better if they had moved the carpets, put in wooden flooring and only then decide whether acoustic anhancement is necessary.

I know what the best is in classical music and for other fields, I take advice with experts of every specific type.
You declare that the doors of CRR are open for every kind of music from Sufism to classical music. Also you emphasise your visitors are going to know that they are about to listen to the best music. What are your criteria that you take into consideration while choosing the best music?
I know what the best is in classical music and for other fields, I take advice with experts of every specific type. Every kind of music is precious within the context of its own values. That’s why I do not approve of mixing different types of music.
Bize gelen tüm projeleri büyük bir titizlikle değerlendiriyoruz. Geçmiş dönemde kimler ihmal edilmiş bakıyoruz.
Every project is meticulously taken into consideration. The question of names which were disregarded in the past is something we have been analysing well.
Barok çağdan günümüze kadar geniş bir yelpazeyi kapsayan repertuarında alışılmamış ve unutulmuş eserlere de yer veren Mansur, 1986 yılında Londra'da, Elgar'ın bitmemiş operası "The Spanish Lady"nin ilk seslendirilişini ve 2000 yılında City Of London Festival'de Offenbach'ın 126 yıldır duyulmayan operası "Whittington"u yönetti.
Arvo Part’in 4ncü Senfonisi’nin Avrupa prömiyeri, 2009 yılında Cem Mansur yönetiminde Helsinki Filarmoni Orkestrası tarafından seslendirildi. Mansur, Mayıs 2010’da, aynı bestecinin “Veni Creator”unun dünya prömiyerini yönetti.
Türkiye Gençlik Filarmoni Orkestrası kurucu şefi olan Cem Mansur, Türkiye/Ermenistan ve Türk/Yunan Gençlik Orkestraları şefliğini de yapmıştır. İngiltere’nin en eski ikinci korosu İpswich Choral Society’nin fahri başkanı olan Mansur, 2019-2020 sezonu başından itibaren Cemal Reşit Rey Konser Salonu genel sanat yönetmenidir.
Cem Mansur's extensive repertoire includes many unusual works. He has conducted the first performance of Elgar's unfinished opera "The Spanish Lady" in London and Offenbach's opera "Whittington" had its first performance since its premiere in the 19th century, under his direction at the City of London Festival in 2000.
In May 2010, Cem Mansur conducted the world premiere of “Veni Creator” by Arvo Part in Poland. This followed his visit to Finland where he conducted the European premiere of the composer’s 4th Symphony with the Helsinki Philharmonic Orchestra.
Mansur is President of the Ipswich Choral Society, the second oldest such institution in England, and the founding music director of the Turkish National Youth Orchestra. He has also served as conductor of the Turkish/Armenian Youth Orchestra and the Greek/Turkish Youth Orchestra. At the beginning of the 2019-20 season, he was appointed Artistic Director of the CRR Concert Hall, the main venue of the Greater Istanbul Municipality.
Caz’dan Klasik Müziğe, Tasavvuf’tan Türk Sanat Müziği’ne, CRR konserlerinde yer alacak müzik türleri arasında nasıl bir denge gözetiyorsunuz?
İçeriğin yaklaşık yarısı klasik diyebileceğimiz; senfonik müzik, farklı oda müziği projeleri, ikili üçlü resitaller, çağdaş dans ve çağdaş müzik olacak. Bunların dışında her ay Türk Müziği, Caz, Tasavvuf, Flamenko gibi türler de olacak.
CRR konser salonunda, dokuz yıl süren uzun bir aranın ardından geçtiğimiz Kasım ayında konser verdiniz. Bu özel salonda konser verebilmek için neden 9 yıl beklemeniz gerekti? Siz değerli sanatçıların CRR'de konser verebilmeleri için daha az beklemelerini sağlayacak ne gibi çalışmalar yapıyorsunuz?
Bize gelen tüm projeleri büyük bir titizlikle değerlendiriyoruz. Geçmiş dönemde kimler ihmal edilmiş bakıyoruz. Genel olarak bu sezon neyi anlatmak istiyoruz ve bu amaca kimler nasıl katkıda bulunabilir buna bakıyoruz.
What kind of balance do you observe between jazz, Sufi music, classical music and Ottoman classical music when it comes to choose concerts in CRR?
Approximately half of the content is going to be classical which contains symphonic music, various projects of chamber music, different kind of recitals, modern dance and modern music. Turkish music, jazz, Sufi music, World music, fado and flamenco are going to be included in our repertoire.
After a period of nine years’ absence, you appeared in a concert in CRR. Why did you need to wait that long in order to perform in this special hall? What is your plan to prevent significant names such as yourslef from waiting long periods of time to perform in CRR?
Every project is meticulously taken into consideration. The question of names which were disregarded in the past is something we have been analysing well. Our starting point is what do we want to represent in general terms in this season and who can contribute to this and in what way?
