TMMOB Maden Mühendisleri Odası tarafından 21 yılı aşkın süredir düzenlenmekte olan ve doğal taş sektöründeki gelişmelerin her yönüyle değerlendirildiği Türkiye 11. Uluslararası Mermer ve Doğal Taş Kongresi ve Sergisi (MERSEM 2021) gerçekleştirildi. Divan Otel Diyarbakır’da gerçekleştirilen panelde konuşan Maden Mühendisleri Odası Yönetim Kurulu Başkanı Ayhan YÜKSEL sempozyum açılışında yaptığı konuşmada;

The 11th International Marble and Natural Stone Congress and Exhibition (MERSEM 2021), which has been organized by TMMOB Chamber of Mining Engineers for more than 21 years and where the latest developments in the natural stone sector are evaluated was held at Divan Hotel Diyarbakır. Chairman of the Board of Mining Engineers, Ayhan YÜKSEL delivered a speech at the opening of the symposium.

Madencilik faaliyetlerinin uzun yıllar süren araştırma, planlama ve projelerin sonucu gerçekleştirilebilen bir üretim faaliyeti olduğunu, bu nedenle istikrarlı bir ekonomik yapıya, uzun vadeli yerli ve milli bir madencilik politikasına ihtiyaç duyulduğunu ifade etti. Ülkemizde doğaltaş ve mermer sektörünün rekabet gücünün yüksek olduğunu ancak politikasızlık, istikrarsızlık ve belirsizlik nedeniyle sektörün uluslararası alanda hak ettiği değeri elde edemeğini belirten Adnan YÜKSEL en kısa zamanda sektörde, üretim ve kalite artışı ile inşaat ve sanayi sektörleri ile entegrasyonunu sağlayacak olan bir “Doğal taş Politikası” nın uygulamaya konması gerektiğinin altını çizdi.

Yüksel sözlerine şöyle devam etti: Ülkemiz, dünya doğal taş rezervinin önemli bir kısmına sahiptir. Bu rezervler içerisinde 650’ye varan renk ve dokuda mermer çeşidinin bulunduğu vurgulanmaktadır. Bu zenginliğe rağmen ülkemizde mermer ve doğal taş üretimi 2017 yılında 19 milyon ton civarında iken

Yüksel stated that mining activities are production activities that can be realized as a result of many years of research, planning and projects and the sector needs a stable economic structure and a long-term domestic and national mining policy. He said that the Turkish natural stone and marble sector has a high competitive power, but the sector cannot get the value it deserves in the international arena due to uncertainties, lack of policy and instability. Yüksel underlined that a “Natural Stone Policy” that will ensure production and quality increase and its integration with the construction and industry sectors should be put into practice as soon as possible.

Yüksel continued as follows: “Our country has a signif icant part of the world’s natural stone reserves. There are up to 650 different colors and textures of marble among these reserves. Despite this wealth, marble and natural stone production in our country was around 19 million tons in 2017, while this f igure decreased to around 14 million 700 thousand tons in 2020. In the same period, while our marble and natural stone

bu rakam 2020 yılında 14 milyon 700 bin ton civarına düşmüştür. Yine aynı dönem içerisinde mermer ve doğal taş ihracatımız 2 milyar doların üzerinde iken bu rakam 1 milyar 900 milyon dolara düşmüştür.

SEKTÖRÜN KORUNMAYA VE TEŞVİKE İHTİYACI VAR!

Sektörde yaklaşık 1.500 adet doğaltaş ocağı, fabrika ölçeğinde 2.000 kadar tesis, orta ve küçük ölçekli 9.000 atölye faaliyet göstermektedir. İstihdam edilen kişi sayısı 300.000 civarındadır. Önemli bir istihdam kaynağı olan sektörün korunmaya ve teşvike ihtiyacı vardır.

Sektörün gelişimi bakımından önemli bir sorun, üretim ölçeğine ilişkindir. Sektörün, ağırlıklı olarak küçük ölçekli üreticilerden oluşan yapısı, eşitsiz üretim miktarlarının eşitsiz bir rekabet içerisinde gerçekleştirilmesine neden olmaktadır. Ekonomik gerçeklerle bağdaşmayan bu durum; maliyetlerin artmasına, rezerv kaybına ve çevre tahribatına yol açarken, madencilik faaliyetlerinin de kamuoyu önünde olumsuz olarak tartışılmasına neden olmaktadır. Sektörde üretim ölçeğinin arttırılması, verimliliğin artmasını sağlayacağı gibi rezerv kaybı ve çevre tahribatı gibi olumsuz durumların da ortadan kalkmasını sağlayacaktır.

Maden İşletmelerinde bilimin ve tekniğin temsilcisi maden mühendisleridir Madencilik sektörü son yıllarda yaşanan iş kazaları ve çevresel sorunlar nedeniyle toplum gözünde tartışılır hale gelmiş ve toplumsal tepkiler ile karşı karşıya kalmıştır. Bu sorunların çözümü için olmazsa olmaz madencilik faaliyetlerinin bilime ve tekniğe uygun olarak yürütülmesidir. Maden işletmelerinde bilimin ve tekniğin temsilcisi maden mühendisleridir.

Sektördeki işletmelerin verimliliğine yönelik çalışmalar teşvik edilmelidir. Üretimde verimliliği artırmak amacıyla üretim yöntemlerinin geliştirilmesine önem verilmelidir. Özellikle, ocak işletme yöntemlerinin sürekli geliştirilmesi rekabet şansını artırmaktadır. Bu amaçla yapılacak araştırma ve geliştirme çalışmaları, devlet taraf ından desteklenmelidir.

Gelişmiş teknoloji kullanımı ve yeni teknolojilerin geliştirilmesi, sektöre önemli katkılar yapacak yeni f ırsatlar yaratacaktır. Bu çerçevede söz konusu teknolojilere uyum sağlayacak ve bunları exports were over 2 billion dollars, this f igure decreased to 1 billion 900 million dollars.”

THE SECTOR NEEDS PROTECTION AND INCENTIVES!

There are approximately 1,500 natural stone quarries, 2,000 facilities at the factory scale, and 9,000 medium and small scale workshops in the sector. The number of people employed is around 300,000. The sector, which is an important source of employment, needs protection and incentives. An important problem in terms of the development of the sector is related to the scale of production.

The structure of the sector, which mainly consists of small-scale producers, causes unequal production quantities to be realized in an unequal competition. This situation, which is incompatible with economic realities, causes increased costs, loss of reserves and environmental destruction along with the negative perception of mining activities in public. Increasing the scale of production in the sector will not only increase productivity, but also eliminate negative situations such as loss of reserves and environmental destruction.

Mining engineers are the representatives of science and technology in Mining Enterprises Due to the occupational accidents and environmental problems experienced in recent years, the mining industry has become controversial in the eyes of the public and has received social reactions.

The indispensable solution to solve these problems is to carry out mining activities in accordance with science and technique. The representatives of science and technology in mining enterprises are mining engineers. Operations to increase the eff iciency of enterprises in the sector should be encouraged. In order to increase eff iciency in production, importance should be given to the development of production methods. In particular, the continuous improvement of quarry operation methods increases the chance of competition. Research and development studies to be carried out for this purpose should be supported by the government. The use of advanced technology and the development of new technologies will create new opportunities

kullanabilecek iyi eğitilmiş işgücünün varlığı önemlidir. Madencilik faaliyetlerinin kaynak kaybına yol açmadan, çevreyle barışık, akılcı ve ekonomik kurallara göre, iş güvenliği ve işçi sağlığı esasları çerçevesinde yürütülmesi bilimsel ve teknik bilginin kullanımı ile mümkündür. Bu durum, sektörde bilim ve teknolojinin uygulayıcısı olan maden mühendisinin istihdamını gerekli kılmaktadır. Sektörde maden mühendisinin istihdamının süratle arttırılması, genel verimliliğin artışı bakımından son derece önemlidir.

TÜRK DOĞAL TAŞI TANITIM FAALİYETLERİYLE DÜNYAYA AÇILIYOR

İMİB Yönetim Kurulu Başkanı Aydın Dinçer MERSEM 2021 kapsamında gerçekleştirilen “Mermer Dış Ticareti ile İlgili Sorunlar” konulu panelde maden sektörü ve doğal taş ihracatında gelinen nokta, ilerleyen süreçte yapılması gerekenler ve karşılaşılan sorunlarla ilgili değerlendirmelerde bulundu. Türk doğal taşının değerinin düşmemesi adına üretimin ihtiyaç dahilinde yapılması gerektiğine vurgu yapan

Dinçer, blok doğal taş yüklemelerinde yaşanan konteyner hasarları sonucunda f irmalarımızdan tahsil edilmeye çalışılan haksız bedellere karşı uzman hukukçularla işbirliği içerisinde en kısa sürede harekete geçeceklerini açıkladı.

Doğal taşın yurt dışında yeni pazarlara ulaşması adına çalışmalar yaptıklarını kaydeden Dinçer Ticaret heyetleri sayesinde doğal taşların yarattığı katma değeri daha geniş kitlelere anlattıklarını bu ticaret heyetlerine f irmaların katılım göstermesi halinde yeni pazarlar ile tanışma f ırsatları yakalayabileceklerini, Türk doğal taşının tür ve desen zenginliğini anlatabilmek için online çalışmalar yaptıklarını ifade etti. that will make signif icant contributions to the sector. In order for mining activities to be carried out in harmony with the environment, in accordance with rational and economic rules, within the framework of occupational safety and worker health principles and without wasting resources, scientif ic and technical knowledge should be used eff iciently. This situation necessitates the employment of mining engineers, who are the practitioners of science and technology in the sector. Increasing the employment of mining engineers in the sector is extremely important in terms of increasing overall productivity.

TURKISH NATURAL STONE OPENS UP TO THE WORLD VIA PROMOTIONAL ACTIVITIES

IMIB, made evaluations about the situation of the mining sector and natural stone exports, necessary actions to be taken in the future and the problems encountered in the panel titled “Problems Related to Foreign Trade of Marble” held within the scope of MERSEM 2021. Dinçer, emphasizing that the production should be done in line with the demand in order not to decrease the value of Turkish natural stone, announced that they will take action against the unfair prices collected from our companies due to damaged containers in block natural stone shipments in cooperation with expert lawyers. Noting that they are working to reach new markets abroad, Dinçer said that companies can have the opportunity to meet new markets through participating the trade delegations. He also added that they conduct online studies to display the types and patterns of Turkish natural stone.
