Batı Balkanlar’da genç nüfusun Batı ülkelerine göçü, bölge ekonomisinin yıllık 5.5 milyar Euro kayıp yaşamasına neden oluyor.
Westminster Demokrasi Vakfı (WFD) ve Gelişme ve İnovasyon Enstitüsü (IRI) tarafından yayınlanan bir araştırma, genç nüfusunu giderek artan bir ivmeyle Batı ülkelerine kaptıran Batı Balkanların bu durum nedeniyle yıllık 5.5 milyar Euro kayıp yaşadığını ortaya koydu.
Araştırmada hem bölge ülkelerin gençlerin eğitimine harcadığı kaynaklar, hem de genç nüfusun göçü nedeniyle kaybedilen potansiyel gayri safi milli hasıla hesaba katıldı. Devlet tarafından gençlerin 8 ila 20 yıllık eğitimlerine harcanan para göz önüne alındığında, gençlerin ülkeden gidişleriyle birlikte yıllık 840 milyon Euro ila 2.46 milyar Euro arasında bir meblağ kaybedilmiş oluyor. Araştırmada Batı Balkan ülkelerinin eğitime yaptıkları yatırımların önemli bir kısmının bu şekilde Batı ülkelerinin hizmetine sunulmuş olduğuna dikkat çekiliyor.
Rapora göre genç göçü trendinden en fazla etkilenen ülkelerin başında Bosna Hersek geliyor. Yine rapora göre Bosna Hersek’te doğan gençlerin neredeyse yarısının geleceklerini başka ülkelerde aramak üzere ülkelerini terk ediyor.
2007-2018 yılları arasında nüfusunun yüzde 15,4’ünü kaybeden Kosova’nın da buna büyük bir örnek teşkil ettiğine vurgu yapan uzmanlar, eğitimli ve kalifiye nüfusun ülkeyi terk etmesi ve genel nüfus azalmasının ülkelerin gayri safi milli hasılalarına da yansıdığına dikkat çekiyor.
Rapora göre Batı Balkan ülkeleri, genç nüfus göçü nedeniyle gayri safi milli hasılalarında her yıl 3.08 milyar Euro’luk büyüme potansiyelini kaybediyor. Bu rakama gençlerin eğitimi için yapılan fakat göç nedeniyle kaybedilen yatırımlar da eklendiğinde Batı Balkanların göç nedeniyle yıllık ekonomik kaybı yıllık yaklaşık 5.5 milyar Euro seviyesine ulaşıyor. The migration of young people to Western countries in the Western Balkans has caused the region’s economy to lose €5.5 billion annually.
A study published by Westminster Foundation for Democracy (WFD) and Innovation Research Interchange (IRI) found that the Western Balkans, which lost their young population to Western countries with an increasing momentum, lost €5.5 billion annually due to this situation.
Both the resources spent by the countries in the region on the education of young people and the potential gross national product lost due to the migration of the young population were taken into account in the study. Between €840 million and €2.46 billion annually are lost as young people leave the country, considering the amount of money spent by the state on young people’s 8 to 20 years of education. The research points out that a significant part of the investments made by the Western Balkan countries in education were made available to the Western countries in this way.
Bosnia and Herzegovina is one of the countries most affected by the trend of youth migration, according to the report. Almost half of the young people born in Bosnia and Herzegovina leave their countries to look for their future in other countries according to the same report.
The experts, stressing that Kosovo, which lost 15.4% of its population between 2007 and 2018, is a great example of this, point out that the leaving of the educated and qualified population and the general population decline are also reflected in the countries’ gross national product.
