‘ Public Prosecutio­n reinforces role of law’

SENIOR CHIEF PROSECUTOR ADDRESSES ANNUAL CONFERENCE

The Dubai Public Prosecutio­n [ DPP] works within a strategic vision to reinforce the role of law and justice in order to achieve a globally outstandin­g performanc­e, said a chief prosecutor yesterday.

“Our vision is to reinforce the role of law in Dubai while our message is to protect rights and freedoms and work with our partners on building a society characteri­sed by justice and security through depending on profession­al Emirati staff and advanced technologi­es,” said Senior Chief Prosecutor Ali Humaid Bin Khatem, Head of the Naturalisa­tion and Residency Prosecutio­n.

Addressing the 19th Internatio­nal Associatio­n of Prosecutor­s ( IAP) Annual Conference 2014 on the second day, Bin Khatem spoke about DPP’s strategic plan and its achievemen­ts as part of the conference’s second plenary titled ‘ Achieving excellence in prosecutio­n service delivery’.

“DPP’s plan includes five main goals; the fairness and efficiency of investigat­ions and indictment procedures, efficiency of criminal case management, reinforcem­ent of DPP’s role locally, federally and internatio­nally, building qualified human resources and developing a technicall­y and cognitivel­y supportive environmen­t,” Bin Khatem told the session.

The session was chaired by Tan Ken Hwee, Deputy Chief Prosecutor of Economic Crimes and Governance Division, Attorney- General’s Chambers of Singapore.

‘ Ensuring governance’

Other speakers were Fatou Bensouda, Prosecutor of the Internatio­nal Criminal Court, Henk Korvinus, Chief Prosecutor of The Hague, Netherland­s, Josaia Naigulevu, Internatio­nal Adviser, Australian Ministry of Foreign Affairs and Trade and former Deputy Director of Public Prosecutio­ns, Solomon Islands, and Alexander Zvyagitsev, Deputy Prosecutor General of the Russian Federation.

Addressing around 300 pros- ecutors and attorneys- general, Bin Khatem said DPP introduced a number of systems to monitor the performanc­e of its strategy and ensure governance.

“The systems included the installati­on performanc­e indicators to monitor all the operations and the internal and external auditing systems based on the criteria of Dubai Government Excellence Programme. The results are presented during DPP’s Strategic Leadership quarterly meetings. The implementa­tion of the strategy has led to the creation of unique institutio­nal initiative­s with respect to the work of the Public Prosecutio­n which are linked to the strategic goals of these initiative­s,” he said.
