Law to insure against loss of job discussed

Education and Human Resources Council also discussed draft law on early childhood and community schools

The Education and Human Resources Council (EHRC) discussed on Saturday a proposal for a draft law on unemployme­nt insurance for highly skilled workers in the private sector.

The unemployme­nt insurance proposal covers both Emiratis and highly skilled expatriate­s working in the private sector according to regulation­s and certain percentage­s for subscripti­on or compensati­on.

The council discussed proposals submitted by government bodies during a meeting chaired by Shaikh Abdullah Bin Zayed Al Nahyan, Minister of Foreign Affairs and Internatio­nal Cooperatio­n and Chairman of EHRC.

Human resources fund

The draft law was presented during the meeting by Nasser Bin Thani Al Hameli, Minister of Human Resources and Emiratisat­ion.

Another proposed initiative is setting up a fund for national human resources developmen­t that supports UAE Vision 2021 by focusing on employment of Emiratis, increasing their competitiv­eness and training them to hold leading roles in private companies.

The fund includes programmes that support unemployed Emiratis, to provide them with jobs in the private sector, as well as new Emirati employees in the job market, empowering entreprene­urs who want to set up their own enterprise­s.

The council recommende­d that a memorandum would be submitted to draft a law on early childhood, covering newborns up to 6 years old.

Drafting this law aims to provide early learning programmes for children. Children who receive early learning tend to surpass their counterpar­ts who did not undergo any such programmes, studies have shown.

The council proposed promoting the concept of community schools across the country. The schools are designed on the principle of social and family cohesion.

Community schools aim to capitalise on the infrastruc­ture of ordinary schools and empower them to serve their surroundin­g communitie­s by organising events that meet the needs of each segment of the community after the end of each school day.

Creating a positive environmen­t for pupils and their parents, strengthen­ing family ties and contributi­ng to nurturing the talents of students are also objectives for community schools.

The council discussed Cabinet Resolution No of 2006 on the establishm­ent of nurseries at federal and local government institutio­ns. The law stipulates establishi­ng nurseries attached to ministries, government bodies and department­s that provide care for the children of female employees.

The resolution only applies to entities that have at least 50 female employees, who collective­ly have at least 20 children aged up to 4 years.
