A I think the plant is prickly Moses or star-leaved wattle (Acacia verticillata), which is native to southern Australia and Tasmania and makes a shrub up to 15ft (3m) tall.
It has conifer-like needles and the pale-yellow flowers come in spring and early summer. It is not fully hardy in the UK, though may survive outside in a sheltered spot in milder areas.
It is resistant to salt-laden wind and can be clipped into a formal hedge.
