£250k salary of outgoing hospital trust chief exec

THE outgoing chief executive of Derby and Burton’s hospital trust is on a salary of up to £265,000 – the equivalent of 10 nurses – and had a £5,000 pay rise during the pandemic.

Gavin Boyle, who has been at the head of Derby’s, and subsequent­ly Derby and Burton’s hospital trust, for six years, is moving.

The new role, as chief executive of the South Yorkshire Integrated Care Board – a combinatio­n of health and care organisati­ons in the area – would see Mr Boyle take a pay cut, but he would still be paid nearly a quarter of a million pounds a year from the public purse.

Salaries at this level are approved at a ministeria­l level following guidelines set by the Treasury, the Derby and Burton trust detailed several years ago.

Annual reports published by the

University Hospitals of Derby and Burton NHS Foundation Trust show Mr Boyle, who has worked in the NHS for more than 30 years, is currently being paid up to £265,000 for his chief executive role.

Meanwhile, the new job in South Yorkshire has an advertised salary of up to £240,000.

For comparison, the average salary at Derby and Burton’s hospital trust is £30,615, it says, meaning Mr Boyle is paid more than

eight times the amount of the organisati­on’s average employee.

The lowest paid staff earn much less than this with a current job advert listing an A&E receptioni­st role with a salary of £18,546 to £19,918 - with Mr Boyle earning up to 14 times that amount.

Adverts for registered nurses and staff nurses at the hospital trust list a salary of £25,655 to £31,534 with Mr Boyle earning in excess of 10 times that rate.

Burton trust show Mr Boyle received a pay rise during the pandemic, taking his pay band from £255,000-£260,000 as of March 2020 to £260,000-£265,000 from March this year.

For further comparison, Boris Johnson’s total salary as Prime Minister is £161,401, of which £79,496 is for his role as Prime Minister and £81,932 is for being an MP (member of Parliament).

Meanwhile, Derbyshire County Council’s leader, deputy leader and opposition leaders recently all objected to the pay of its new managing director role - with a salary band of £161,000-£176,000.

Cllr Barry Lewis, leader of the authority said no role in local government should have a higher salary than the Prime Minister and the authority is now to spend tens of thousands of pounds reassessin­g its senior officer pay. The Derby and Burton hospital trust has been approached for comment on the pay it gives to its chief executive, it was also asked if the replacemen­t for Mr Boyle would be on the same salary.

It was also asked when a new chief executive would be appointed and whether the deputy chief executive, Dr Magnus Harrison, who is also the executive medical director, is in line for the role.

Dr Kathy Mclean, chair of UHDB, said: “The salaries of our chief executive and executive leadership team are in line with the NHS national pay ranges which consider the size and complexity of the role, the organisati­on and the experience of the individual.

“We have a strong leadership team and have a resilient plan to provide cover and continuity whilst we work with our independen­t remunerati­on committee and governors to appoint the best person to lead us towards our goal of being the best place to work, learn and receive care.”

The trust said it would be discussing an “interim and substantiv­e” plan with its independen­t remunerati­on committee and governors.

Mr Boyle, who lives in Sheffield, joined the NHS 30 years ago as a management trainee in Liverpool.
