They added: “The general consensus amongst local residents is that this is an actual ploy by the developers, in order to sneak the application in via the back door.”
A statement from the architects read: “The Virtual
Public Consultation will start on Monday, May 25 at 9am and will be online until the application is submitted. Comments will be accepted up to three weeks prior to the planning application date, which is currently envisaged to be on or around 17 July 2020.”
Alex McPhee, Depute Chief Executive, East Ayrshire Council, said: “With all Major Planning applications there is a requirement on the applicant ( developer) to undertake a public consultation process prior to submitting any planning application to the Planning Authority called a Pre- Application Consultation.
“In advance of the public consultation process, the developer requires to submit their consultation proposals to the Planning Authority for validation to ensure that the developer is fulfilling their legal obligations under the Planning Legislation.
“Since the outbreak of COVID- 19, the Scottish Government has indicated that the planning system must continue to function and that planning applications can continue to be submitted and determined.”
