Caught looking at children

Judge jails him for 12 months:

A PAEDOPHILE banned from being within 50 metres of any children’s play area was found standing outside a Bangor play centre.

Last month Richard Raymond Barlow, 27, was living at the Tŷ Newydd hostel in Bangor following his release from prison.

He walked into the city centre and was spotted by two other hostel residents standing outside the indoor play area and looking in through the large glass windows at the children, Caernarfon Crown Court was told.

The 27-year-old of Hanmer, Wrexham, admitted being in breach of a prohibitio­n in a sexual harm prevention order.

Jailing him for 12 months, Judge Rhys Rowlands said the matter was so serious only an immediate custodial sentence was appropriat­e.

Sion ap Mihangel, prosecutin­g, said on April 12 Barlow had signed out of the hostel on the outskirts of Bangor and made his way to the High Street.

He was later seen by two other hostel residents standing opposite the centre.

“It was quite obvious from the signage that this was a building used by children,” said Mr ap Mihangel.

“He was seen standing opposite the centre by the two men. He was wearing a hooded top and the hood was pulled over his head, which was unusual as it was a nice sunny day.

“They reported the matter to hostel staff who alerted the police.”

Asked about the incident by officers, Barlow said he had stopped to make a cigarette.

Gareth Roberts, defending, said Barlow accepted he was likely to receive a jail sentence.

“He recognises he has deep- rooted issues which need to be addressed,” the barrister said.

Mr Roberts added Barlow had only breached the order and had not committed any other offences.

The court heard police raided his home in September 2012 and seized his computer.

Officers found 14 videos including a split-screen film he had made which showed a young girl performing a sex act on one side of the screen while he exposed himself on the other.

Barlow had a foot fetish and persuaded other girls to show their feet to him via his webcam.

In all, officers found 2,200 still images and 116 films on his computer.

He was jailed for three years at Mold Crown Court in February 2014 and ordered to register as a sex offender for life.
