A BUS driver has admitted being involved in a conspiracy to swindle Gwynedd council by inflating the number of passengers travelling on his vehicle.

Rheinallt Williams, of Rhyd Fadog Estate, Deiniolen, was employed by Penygroes-based Express Motors, who, until December 31 last year, operated a network of services in Gwynedd, Anglesey and Conwy.

The 44-year-old had initially denied the charge and was due to stand trial in September. But lawyers acting for Williams asked court officials to list the matter again at Caernarfon Crown Court. During a brief hearing, defence counsel Simon Rogers asked for the charge to be put again.

Williams admitted a charge of conspiring with others to commit fraud by making false representations to make a financial gain. The charge added he was instructed to increase the number of concessionary passes swiped on bus services and submit false claims to the scheme administered by Gwynedd Council.

Prosecutor Matthew Dunford said the Crown Prosecution Service had considered Williams’ basis of plea and did not ask for a trial to consider the issues raised. Mr Rogers said Williams was of previous good character and asked the judge to adjourn sentence for the preparation of a pre-sentence report. The barrister also asked the court to direct restraint proceedings, imposed on Williams’ financial affairs, should be reconsidered.

Judge Huw Rees agreed a report would assist the court in determining sentence.Granting Williams bail he told him it would be in his interests to co-operate with the Probation Service in the preparation of the report.

In June two drivers employed by Express Motors had charges of conspiring to commit fraud against them dropped.

Aled Wyn Davies, 41, of Rhosgadfan, near Caernarfon and Michael Munson, 52, of Tanybwlch Road, Llanllechid, near Bangor, had denied a charge of conspiracy.
