Why can’t we fast-track training again?

For over a hundred years people were trained on the job... and not very long ago teachers and nurses started with a one-year course and policemen had three months.

Those who wanted to do so obtained further qualifications whilst working.

During the present shortage of all three, why cannot we go back to the above?
