Clear these leaves to end flooding threat

I attach photos of really terrible flooding caused by heavy rain after drains blocked by fallen leaves which the council never collect, see above. I took the photos at the bottom of the junction of Pulteney Road and Lime Grove, I have already alerted the council to this problem after the last heavy rain about two weeks ago. They said it had been fixed. Not so! This never used to happen when the gutters were regularly swept by a man with a broom. Now, there is only very occasional automatic sweeping by electric machines which are totally useless and leave more debris than they collect and cannot deal with the gutters where cars park over the leaves which can then never blow away.
