Major polluters need to pledge funds first

Whilst I agree with the UN that the issues with global climate extend beyond individual country boundaries, I do not accept that Rishi Sunak and Nicola Sturgeon have any authority to pledge a single penny from UK taxpayers until the major polluters, i.e. China, India and USA, have done so first.
