The full list of big earners in Birmingham under the exempt system are:

■ Sustain (UK) received £18.2 million - graded V2 (compliant) with financial standards but G3

(non compliant) on governance

■ Concept Housing Association received £41.6 million - rated ‘non compliant’

■ Reliance Social Housing CIC received £90 million - rated ‘non compliant’

■ Ash-Shahada Housing Association received £27.5 million - rated ‘non compliant’

■ 3cha Ltd received £5.2 million - rated ‘non compliant’

■ Prospect Housing Limited received £3.7 million - rated ‘non compliant’ - the company has since closed down

The vast majority of the enhanced benefits received by these providers is passed on to third party private contractors who manage the properties for them and provide any additional support.

A spokesman for the Regulator of Social Housing confirmed today: “Reliance Social Housing, 3CHA, Concept, Sustain UK

Ltd and Ash Shahada are currently non-compliant with our standards, and our Investigation and Enforcement team continue to engage with them.
