Emphasis empathy

IN an article in the Post late last month, Bristol mayor Marvin Rees said: “I can’t emphasise just how challenging the coming months will continue to be.”

Surely he could just say ‘the coming months will continue to be very challenging,’ in an emphatic voice for good measure.

Or does he mean he can’t emphasise it enough, or can’t overemphasise it?

I can’t emphasise just how annoying this mis-phrasing will continue to be.
