Butterbur (Petasites) is a very vigorous perennial that spreads by underground stems called rhizomes. It’s one of those plants that can regenerate itself if you leave even just a little bit of the stem in the soil so even if you dig it all up you will notice bits reappearing.
However, persistent hoeing will eliminate it or if you prefer you can cover the whole area with a thick mulch of bark or weed membrane that excludes light.
You will need to watch out for it appearing elsewhere in the garden and keep on top of it.
