Swiss way is double majority

Chichester District Council is just one of numerous local organisati­ons in partnershi­p with Petworth Vision; the National Trust, South Downs National Park Authority and Petworth Primary School to name a few. Petworth Town Council was a founding partner but has now chosen to distance itself. Neverthele­ss various charitable bodies have considered the aims and activities of Petworth Vision worthy of grant funding.

Petworth Vision has been involved in ‘Be the Change’, a scheme to help young people, the provision of computer classes for seniors, Derek Hunnikin’s detailed reply (Observer, August

29) to letters from Keith Tunstall, John Walton and myself (August 8, 15 and 8 respective­ly) deserves a response; so to take just one of his points:

In support of his view of the validity of the EU Referendum result, Mr Hunnikin cites Switzerlan­d where, he states, “Swiss MPS implement the result of referendum­s regardless of the percentage of the majority or the number that abstained.”

Mr Hunnikin seems unaware that had the UK followed the Swiss process, the EU Referendum result would have been Remain.

The facts are that “In Switzerlan­d, the passing of a constituti­onal amendment by popular vote requires a double majority; not only must a majority of people vote for the amendment but a majority of cantons must also give their consent.
