FBI agent Sean Archer is mourning the death of his son, who he believes was killed by arch- rival and terrorist Castor Troy. With revenge on his mind, Archer sets out to put an end to Troy’s reign of terror once and for all.

Following a brutal battle, Troy is left in a coma, but Archer has the crook’s face surgically grafted on to his own so he can go undercover and locate a bomb planted somewhere in Los Angeles by the criminal.

As Troy regains consciousness, he in turn takes on Archer’s identity in order to even the score.
