ASSISTANT chief constable of Leicestershire Phil Kay wonders whether there should be no investigation of burglaries when the householder has left a window open.

It speaks volumes about the calibre of those who run the police force when the victim is deemed to be the guilty party. Maybe Mr Kay should not be paid when he leaves his mouth open.
