been embroiled in claims that he had made accusations about Environment Secretary Michael Gove having a gay affair.

In her speech at the CBI’s annual conference, the Prime Minister will say: “What has been revealed over the last few weeks has been deeply troubling – and has understandably led to significant public unease.

“Women and men should be able to work free from the threat or fear of harassment, bullying or intimidation. But for too long the powerful have been able to abuse their power, and their victims have not felt able to speak out.

“Let me be very frank – political parties have not always got this right in the past. But I am determined to get it right for the future.”

“We need to establish a new culture of respect at the centre of our public life, one in which everyone can feel confident that they are working in a safe and secure environment, where complaints can be brought forward without prejudice and victims know that those complaints will be investigated.”

Meanwhile allegations have emerged against Tory MPs, Chris Pincher, Daniel Kawczynski, Dan Poulter and Stephen Crabb.

Last night Mr Pincher quit his role as a whip following allegations he exposed himself to a young Tory aide in 2001.

He stood down after a series of discussions with the Chief Whip about the allegations. He has also referred himself to the police, a Downing Street spokesman said.

Mr Kawczynski, a former special adviser to David Cameron, has been accused of trying to pressure a young researcher to go on a date with a friend of his. The MP denies anything inappropriate took place but admits making the suggestion.

Claims were made about Dr Poulter by fellow Tory MP Andrew Bridgen, who said he had heard three female Conservatives discussing his behaviour towards them. Dr Poulter has denied the claims.

Former work and pensions secretary Mr Crabb is under investigation regarding text messages sent to a 19-year-old woman who applied for a job in his office.

The former minister has said that the pair later met on “several occasions” for drinks.
