Silly Covid rules leaving me tearing my hair out

WHO is the genius in government who ruled that you can go to the pub and buy a non- alcoholic drink without a meal but you need to buy a meal if you want alcohol (“Cheers! Joy and relief as country opens again”, December 3)?
