Protective headgear would help to save more lives

WHO are these people, presumably on excellent salaries, employed to come up with hare-brained ideas to improve road safety? First we had smart motorways, which have caused far too many deaths, now new rules for cyclists.

If they are intended to improve safety, isn’t the compulsory wearing of protective headgear long overdue and far more likely to save lives?
