New legislatio­n was introduced two years ago to give victims extra protection from such persecutio­n. Since then, Gracie Spinks and Yasmin Chkaifi were murdered by their stalkers. Lucinda Borrell asks police, lawmakers and victims about the failure of this legislatio­n.
