CROSSRaIL, HS2 — has any major infrastructure project delivered on-budget? The cynic in me says that when these schemes are put out to tender, the figures quoted are under-played by the contractors to secure the bid. They know that once work has started and the costs start to run over, it would be a brave minister who cancels the project.
