WHY are the police allowing the Extinction Rebellion protesters to bring the capital to a standstill?

It would appear this group only needs to announce its intentions, and then the police merely warns the law-abiding public that their lives may be disrupted. Surely the planned protests count as civil disobedience and should be dealt with robustly by the authorities?

The protesters should do their research before taking to the streets. Britain emits an insignificant amount of CO2 compared to a country such as China.
