Rubbish idea

FLY-TIppING has risen since recycling centres stopped accepting certain waste, such as building materials.

While this was to reduce costs, had the bright sparks who dreamed up the scheme thought it through, they might have realised fly-tipping was the natural response and any savings would be wiped out by having to pay to clean up the resulting mess. NORMAN SAUNDERS,
