AMBITIOUS plans by West Ham to draw up an historic ‘London Charter’ have been scrapped. Following a series of crowd disorder incidents at matches in the capital, West Ham wanted each top-flight London club to sign a peace pact aimed at a cohesive approach to crowd trouble. Under the plan, any fan caught misbehaving at one London ground would be banned from all of the capital’s top-flight stadia. But the proposals received a lukewarm reception from other clubs so the idea has now been canned.
