CRITICISM of ministers’ management skills (Letters) goes to the heart of the misunderst­anding and criticism about government.

Ministers should be appointed for leadership, not management. a leader looks at strategy and motivation while a manager is responsibl­e for putting that into practice and planning how this is done.

Leaders look at the options and choose the most appropriat­e one for the situation.

i do agree that today’s ministers fall between two stools. their role needs to be clarified and the civil service should be called to account. it appears these are the managers avoiding responsibi­lity.
