ETHNIC MINORITIES COULD DO MORE TO HELP THEMSELVES
ONE of the most controversial aspects of the report is the idea that certain ethnic groups are ‘fatalistic’ about their lot and could do more to improve it.
The report said that communities could ‘help themselves through their own agency’. It added that ‘real obstacles’ are harder to surmount if people from ethnic minority backgrounds ‘absorb a fatalistic narrative that says the deck is permanently stacked against them’.
