Broken down motorways

My SOn was driving on the M62, a smart motorway, when he got a puncture near junction 26.

he pulled into the first emergency refuge area to use the SOS telephone, but it was out of service.

he pumped up the tyre and drove to the next bay, where the phone was also out of service. this happened two more times.

My son wasn’t picked up on CCtV when each refuge has a sign stating it is in operation.

We are still waiting for an explanation from national highways.
