WORKING behind the Iron Curtain in the 1960s, I soon realised why their state sector was so inefficient and engendered no incentive to provide any sort of service.
To give the illusion of full employment, two or three bored individuals were employed to carry out the task of one person.
I was reminded of this when lib Dem south Cambridgeshire District Council staff showed how inefficient it is by announcing its office staff could carry out their jobs in just four days instead of five.
So, instead of making them more efficient or reducing staff by 20 per cent, the council plans to follow the soviet example.
