WORKING behind the Iron Curtain in the 1960s, I soon realised why their state sector was so inefficien­t and engendered no incentive to provide any sort of service.

To give the illusion of full employment, two or three bored individual­s were employed to carry out the task of one person.

I was reminded of this when lib Dem south Cambridges­hire District Council staff showed how inefficien­t it is by announcing its office staff could carry out their jobs in just four days instead of five.

So, instead of making them more efficient or reducing staff by 20 per cent, the council plans to follow the soviet example.
