Unprepared for terror

iN rePlY to Philip Munro (letters) on the subject of emergency planning and the Manchester Arena bombing, i was a member of transport For Greater Manchester and once asked if there was a plan in place to deal with any terrorist attack. i was assured there was one.

i never imagined the institutional cowardice and incompetence of those in charge.

i was mayor of rochdale at the time of the atrocity and was afterwards invited, with nine other mayors, to an event to thank the emergency workers for their bravery.

i didn’t attend because of a prior engagement, but it angered me when i found out civic leaders had been misled in such a way.
