IF THERE is an unexpected £30 billion windfall in the public finances, some should go to helping the oldest and most vulnerable.

When he was chairman of the Health and Social Care Committee, Jeremy Hunt said social care needed at least an extra £7 billion a year ‘just to stand still’. Now he is Chancellor, it’s time for him to spend that money in the Budget.
