Crackdown failed to put off migrants

Of 175 “irregular immigrants” interviewed, 40 faced enforcement operations, 11 were arrested and just one was removed.
One told experts “being illegal in the UK is still better than being legal in my own country”.
The Oxford University report said enforcement instead caused “human suffering” and gave rise to “criminal practices”.
