Business leaders backed moves to boost investment, reform the Apprenticeship Levy and the rate cut for smaller shops.

Carolyn Fairbairn, of the CBI, called the Budget “rock-solid” but added: “The Chancellor missed some opportunities.”

However Stephen Martin, of the Institute of Directors, said: “This Budget pulled its punches.”
