Plastic products which don’t include enough recycled material will face a new tax.

The levy, on products and packaging that isn’t at least 30% recycled, starts in 2022.

But Mr Hammond’s refusal to back a “latte levy” on disposable cups was slammed by critics.

Julian Kirby, of Friends of the Earth, called it “astonishing”.
