Barry Mason, 68, was filmed naked with a G-string on his head that he had been wearing. He also had a sex toy.
The neighbour said in a statement she was “shocked” and “concerned” at what she saw as children were off school and could have witnessed the vile act.
But Mason, of Hull – known as Brianna when dressed as a woman – insisted: “I’m not a pervert, I’m a naturist.” He claimed washing normally shields him.
He admitted outraging public decency and breaching a suspended sentence for squirting bleach on a bus driver.
