As it’s only one tile, I would use Bal Floor Tile Adhesive – something like Bal Flex One or a rapid set. Q

Bar Keepers Friend is simple to use – just mix the powder with a little water to make a paste. Apply over the rust, leave to dry, then wipe with a dry cloth.

I’d apply a Zinsser primer, such as Bulls Eye 1-2-3 plus, until the existing colour of the fence can no longer be seen. Then use a quality exterior paint for the topcoat which will last a decade – I suggest something like Zinsser Allcoat. Blackfriar also manufacture quality paints/primers.
