whether the powers would be devolved.

At Prime Minister’s Questions, Theresa May stressed talks on the post-Brexit distribution of powers were still in progress between the UK and devolved governments.

The PM told Robertson: “The overriding aim … is making sure that we don’t damage the very important single market of the UK – a market which I might remind him is more important to Scotland than the European Union is.”

But at Scottish Questions, Mundell offered an “absolute guarantee” that Holyrood would be given greater control over Scottish affairs after Brexit.

Mundell repeated that the UK Government’s task was to engage with the Scottish Government to discuss what he called “these very serious issues”.

He spoke of “a Brexit which will lead to more powers being exercised by the Scottish Parliament”.

He added: “I can give you an absolute guarantee that after the United Kingdom leaves the EU, the Scottish Parliament and Scottish ministers will have more powers than today.”

Robertson said: “During the EU referendum campaign, people were told decisions currently taken in Brussels on agriculture and fisheries would revert to the Scottish Parliament – but now it seems we face a power-grab.

“People in Scotland were told farming and fisheries powers would be exercised fully by the Scottish Government and Scottish Parliament – but now it seems that this is not true.”
