posted the pictures after winning the putting contest.

He called it the “CS Masters” – short for community service. He took the footage on Sunday, the final day of the US Masters.

It’s understood two council workers were supposedly supervising the men while they painted the putting green pavilion in Aberfeldy, Perthshire.

The source said: “These guys get community service as an alternative to jail and are meant to be watched at all times. The staff have given them a little holiday.

“They get a 15 or 20-minute break but that should be supervised. It’s a mockery of the system. They aren’t even meant to have their phones with them.

“Community Payback Orders are a form of punishment. To see people playing mini-golf and filming it is galling for the victims of their crimes.”

Perth and Kinross Council insisted the cons went putting at lunchtime but admitted the round shouldn’t have been filmed.

A spokeswoman said: “During a lunch break they were given permission to play a round on the putting green. They were being supervised by a project officer who was also having his lunch. At the end of the match they returned to complete the painting.

“Clients are not allowed to film any aspects of their work without permission, nor to share it on social media. Permission was not requested or given and the individuals involved have been reminded of these rules.”
