PHILIP Hammond’s supposed “joke” about having just 27p for education didn’t get much of a laugh.

The soon-to-be ex Chancellor should know better than to joke about children’s futures.

His comments came as Theresa May desperately tries to be remembered for something other than failing to deliver Brexit.
